Summary of the situation
Negative PCR test is required for all travelers.

Provisions for travellers
Entry to the territory: Allowed
Ukraine has re-opened its borders and international travel is allowed.
All foreign nationals entering Ukraine must show:
-either a negative COVID-19 polymerase chain reaction (PCR) test done within 72 hours of entering Ukraine, OR a negative rapid Antigen Test for SARS-CoV-2, OR a document confirming the receipt of one or more doses of COVID-19 vaccines on WHO’s list of approved vaccines (children under 12 are exempt from the testing and vaccination requirements).
AND
-proof of medical insurance covering all expenses related to COVID-19 treatment while on the territory of Ukraine. Ukrainian health insurance coverage can be purchased online – https://visitukraine.today/. You can find further details and exceptions from this requirement on the Ministry’s website.
*Exception from both requirements: Ukrainian citizens, foreigners permanently residing in Ukraine, diplomats accredited to Ukraine, refugees, plane/ship crews, and NATO personnel training Ukrainian military are exempt from all requirements.
-Any traveler over 18 years who has not been vaccinated against COVID-19 must install the Vdomamobile app upon entering Ukraine and self-quarantine for 10 days. Self-isolation is not required if you do a PCR or a rapid antigen test within 72 hours of entry and get a negative result.
-Self-isolation and subsequent testing is not required for visitors who leave Ukraine within 48 hours.
-Unvaccinated citizens arriving from Russia or India (including in transit) must undergo a mandatory 14-day quarantine without the possibility of early termination.
-Is a negative COVID-19 test (PCR and/or serology) required for entry? Either this or a document confirming the receipt of a full course of vaccination.
-Are health screening procedures in place at airports and other ports of entry? Yes

Coronavirus measures are in place until 31 March 2022, but their enforcement may vary due to the security situation. It is not yet clear what measures, if any, may be introduced or remain in place after this date.
Ukraine is operating a colour-coded adaptive quarantine system on a regional (oblasts and Kyiv city) basis. Quarantine measures may be imposed, and change, at short notice. You should check which restrictions apply to the places you intend to visit, and be ready to prove your vaccination status.
In all zones, the following rules apply:
you must carry ID with you at all times
when in public buildings (including restaurants, hotels and shops) you must maintain a minimum distance of 1.5 m.
when in public buildings, and while travelling on public transport and in taxis, you must wear a protective mask covering your nose and mouth
Failure to comply with restrictions may result in a fine or, in more serious cases, a prison sentence. Before taking public transport, you should consider whether you will be able to maintain social distancing.
